How does water condense on toilet seats?

Whenever I sit on a toilet, whether it be at home or at school, it's always wet! When we bought a new toilet seat at home though, it didn't feel wet at all. I found this strange, I always thought toilet seat were always wet, because of condensation. I thought that the materials in the seat attract water in the air, but no one had used this toilet seat yet except me, about 3 hours after my dad installed it! Do different seats attract water at different speeds? What are toilet seats made of anyhow?
