Harry Potter Half Blood Prince Movie question ?

In the 6th movie Dumbledore does that teleporty thingy to get to where Slughorn is staying. Could he do that in the book? Did the director just do that to save time? Is it a spell that any wizard can do or only a powerful one like him? What about the Death Eaters?
